HEC attestation confirms the authenticity of academic documents (degrees, transcripts) for use in Pakistan or abroad. It is mandatory for:
- Higher education admissions (local or international).
- Employment (government/private sector).
- Immigration or visa applications.
HEC Degree Attestation
Required Documents
Prepare the following:
- Original Bachelor’s/Master’s Degree and Transcript (mark sheets).
- Photocopies of the degree and transcript (1–2 sets).
- CNIC/NICOP/Passport (original and copy).
- 2 Passport-sized Photographs.
- Attestation Form (download from the portal).
- Fee Payment Receipt.
Special Cases:

Application Process
Online Application
Create an account on the E-Services Portal.
Then Fill the attestation form and upload:
- Scanned copies of your degree, transcript, CNIC, and photo.
- University’s attested documents.
- Pay fees online (see fee structure below).
- Submit the application and note the tracking ID.
- Mail/Courier the original attested documents.
In-Person Submission
- Visit the HEC Attestation Office in Islamabad, Lahore, Karachi, or regional offices.
- Than Submit documents and pay fees at the counter.
Fee Structure
Bachelor’s Degree Attestation: ~PKR 1,000–2,000.
Master’s Degree Attestation: ~PKR 1,000–2,000.
Urgent Processing: Double the normal fee (processed in 3–5 days).
Foreign Degree Equivalence: PKR 10,000–15,000.

Processing Time
- Normal: It may took around 15–20 working days, Although it may take time due to overwork.
- Urgent: Normally it took 5–10 working days (extra charges apply) but may take more time when these is strike or other activity.
- Delays may occur if documents are incomplete or, moreover, if the university is not HEC-recognized.
Collecting Attested Documents:
Online Applicants: Documents are sent and returned via courier (track using your application ID), although person can come.
In-Person Applicants: Submit your documents to the dice in HEC office and then collect from the with the receipt.
For International Use
After HEC attestation:
- Get documents attested by the Ministry of Foreign Affairs (MoFA) in Pakistan.
- Some countries, such as the UAE and Saudi Arabia, additionally require embassy attestation afterward.
Important Notes
Degree Verification: HEC verifies degrees through its Online Degree Verification System. Employers/institutions can confirm authenticity here.
Fraud Alert: HEC blacklists fake degrees; So, ensure all documents are genuine.
