Birth Certificate
The birth certificate /Child Registration Certificate (CRC), serving as an official birth record, can be obtained through two authorities including Union Council or relevant Local Government Office for manual registration, and NADRA (National Database & Registration Authority) for computerized certificates. Parents, legal guardians, or authorized representatives (with a notarized affidavit or authority letter from the parents) are eligible to apply for the certificate, ensuring proper legal documentation of the child’s birth.

2. Required Documents.
For the Child: Provide Proof of Birth
- Hospital/Clinic Birth Notification (issued at the time of birth).
- Affidavit (if the child was born at home, attested by a midwife/doctor).
- B-Form (if already issued).
For Parents/Guardians:
- Original CNIC of both parents (or one parent if single).
- Marriage Certificate (optional but recommended).
- Proof of Residence (utility bill, rent agreement).
- For Delayed Registration (if birth was not registered within 60 days):
- Affidavit explaining the delay (attested by a notary public).
- Witnesses (two persons with CNIC to verify the birth).
3. Application Process
Register the Birth Within 60 Days of Birth:
- Visit the Union Council where the child was born.
- Submit the hospital birth notification or affidavit (for home births).
- Complete the Birth Registration Form (signed by the local councilor).
- After 60 Days:
- Submit a delayed registration affidavit and pay a late fee.
Obtain Manual Certificate
- The Union Council issues a manual birth certificate after verification.
Computerized Certificate via NADRA
- Visit the nearest NADRA Registration Center (NRC).
- Submit the manual birth certificate and required documents.
- NADRA will issue a computerized birth certificate (with a unique QR code for verification).
4. Online Application (e-Sahulat)
Some Union Councils allow online registration via the e-Sahulat portal:
- Visit e-Sahulat.
- Upload scanned documents.
- Pay fees online.
- Collect the certificate from the Union Council or via courier.
5. Processing Time
- Manual Certificate (Union Council): 1–3 working days.
- Computerized Certificate (NADRA): Same day or 24–48 hours.
6. Fees
- Union Council: Rs. 100–300 (varies by district).
- Delayed Registration: Additional Rs. 200–500.

Special Cases
Home Births
- Submit an affidavit from a midwife/doctor confirming the birth.
- Provide witness statements (two persons with CNIC).
Foreign Births
- Register the birth at the Pakistani Embassy/Consulate in the respective country.
- Submit a foreign birth certificate (translated into English/Urdu and attested by the embassy).
Important Notes
- Mandatory for B-Form: A birth certificate is required to obtain a child’s B-Form (for CNIC/NICOP later).
- Verification: Use the NADRA Verification Portal (https://id.nadra.gov.pk/) to confirm authenticity.
- International Use: For visas, schools abroad, etc., get the certificate attested by the Foreign Office and relevant embassy.
